Sorry folks I’m a litle backlogged and didn’t post this before the deadline; but it looks like it’s a soft deadline not a hard one so maybe you could still submit. I’m not applying to this this year btw so i didn’t hold it up for sneaky reasons.

From an email by Dr. Darniet Jennings (who attended WikiSym):

Per our discussions at WikiSym 2005, I would like to bring to your attention an advanced R&D program supported by the US Intelligence Community (IC). The particular focus of this program is the development of new approaches to collaboration that support analyst activities within the community. There are similarities between the needs of our collaborative technology users and those of the general population, and this is an opportunity to seek support dollars for your ongoing efforts in the wiki/online community domains. Many of the themes discussed at WikiSym for improving the wiki experience/performance (WYSIWYG, Interwiki, etc.) have universal applications--which means they may draw interest from those focused on collaboration within the IC. In order to be considered, a brief white paper is required detailing the proposed research and development activity and its potential impacts.

The following listing has information on the new ARDA CASE program that may interest you:

http://www.fbo.gov/spg/USAF/AFMC/AFRLRRS/Reference%2DNumber%2DBAA%2D06%2D02%2DIFKA/listing.html

The introduction is as follows: “On behalf of the Intelligence Community’s Advanced Research and Development Activity in Information Technology (ARDA), the Air Force Research Laboratory (AFRL) is soliciting proposals for innovative, creative, and high-risk research to advance the state-of-the-art in technologies and methods for enhancing Collaboration and Analyst/System Effectiveness (CASE).” White paper and proposal timelines are included at the site, as are points of contact should you require guidance on the submission process.

For some context on how your work and ideas might be of benefit to the IC (and potentially to assist in framing such ideas) the following citation is being provided: Andrus, D. Calvin, “The Wiki and the Blog: Toward a Complex Adaptive Intelligence Community” . Studies in Intelligence, September 2005 (http://papers.ssrn.com/sol3/papers.cfm?abstract_id=755904). The full text of the paper should be available from this site, though it may require you to log in. If you have any difficulty accessing obtaining the document, please contact me and I may be ale to provide you with an electronic copy.

Very Respectfully, - Darniet Jennings

The wiki and the blog is a frightening paper to me and I figured I should say something. Do they have to talk about national security in these circles all the time or else get kicked out their jobs or are they really that simple to think this thing wouldn’t be about global security?

Their job descriptions are all about national security.

That said, I think they are interested in global security as well, even though that’s not their mission statement.

The Intelligence Community has multiple aims. Some parts are responsible for reporting to Congress & the executive. Others are there for gathering intelligence during war.

My understanding (and I may be wrong here) is that global security is super-high priority right now, among world leaders. They aren’t so much concerned about war; They are more concerned about groups of people deciding to go their own way. (ie: Terrorism, “Asymmetric warfare.”) Their theory is that places where there is war are places where terrorists are born and set up camp for the future. So, they want global security.

But I must caution: I don’t know much about all this stuff; Jut the little that I read in the bookstore every now and then.

Me neither. They seem very interested. I whish the German nation was.
