A work is in the public domain if there is no copyright protecting it. In countries using a CommonLaw? approach, it is possible to put it in the public domain. [1]

In countries using the droit d'auteur approach, you may decide to not exercise your rights, but you cannot sign them away. Thus, you cannot really put anything in the public domain. All you can do is promise not to sue.
