Perhaps the extensive work that has been done on Tag values and definitions can be combined with the Page repository value of wikis to create some “synergies”.
At the very least, it may be worth experimenting with this approach by documenting some of the underlying work on NameConventions?.

NamingWikiPages is likely a very practical pageName, especially in a wiki context.
Most of my recent work with Tags and Names seems to be striving to create Tag values and Names that span more than just wikis.
I find it interesting that the different wiki implementations (WikiDialects?) have sufficiently different link patterns (as do the different Bookmarking systems such as DelIcioUs? and DiiGo) that defining a common name that works in many such different contexts is actually a bit of a challenge.
I think it is extremely important (and will become even more so in the future) to define very specific strings and the environments within which their meaning in unambiguous. You’ve done quite a bit of work that I see being related to this with your LocalNames.
Ideally, of course, if a string has a unique value in a specific context, then it will be easier to craft automated procedures that can be guided by the meanings associated with such a string
Ultimately, context specific meanings can then be a simple matter of either ‘substitution’ or ‘qualification’.
I see this as as being analogous to natural languages that support pronouns whose meaning depends on antecedents (that are effectively part of the context within which the pronoun is used). Another way of thinking about this that may reveal additional insights is to consider the uses of ‘absolute’ or ‘relative’ addresses.
